I transferred a set of 63 YOM black plates to my truck and Sacramento sent two little plates with my new registration and stickers.
Anyone seen these before or know what they're for?
One tag is for the month sticker, the other is for the year. Usually the YOM plates, in order to be registered to your vehicle have the original year tag of the manufacture. In your case the black plate should have a 1963 original registration sticker on it. There are two metal tags because on the old California yellow plates, there was no place to put the month sticker. If your black plates have a place for the month and year stickers and you want to attach them to the black plate, you can do that. Most people with the yellow plates don't want to put new stickers on them each year....so, therefore, the auxiliary tag mount.
You are supposed to attach those off to the side of your YOM plate, and put your new year and month stickers on there, instead of on your vintage plate.
I had the yellow California 56 plates, with correct 1959 decal, when I owned my 59 F250.. I never installed the tabs, there wasn’t room on the recessed plate mounting area of the step bumper. I kept the tabs, and a stack of year and month stickers, my current registration and proof of insurance in my glove box, in case I ever got pulled over. Drove it that way for about ten years. Plenty of times I had LEO’s traveling behind me, and I’m sure at least one of them must have run my plate, but most of those officers donot likely know the laws regarding YOM plates, eapecially younger ones.
You might try my tactic, the worst they’ll likely do is give you a fix-it ticket, and make you put the tabs on.

In your case the black plate should have a 1963 original registration sticker on it. No such thing.
Original issued in 1963 black plates did not require a sticker because they had 63 stamped on them. Stickers were introduced in 1964.
I installed black plates on two vehicles I owned in 1963: IME 730 on a 1947 Ford woodie and IMH 077 on a 1950 Olds 88 Club Coupe.
These 63 plates have a place for the month and year.
Yes, there's little recessed areas on the upper left and upper right corners. However, it wasn't till around 1974 or 1975 till month decals were issued, before that it was just year decals on each side.
The 63 Ca plates don't mean much anymore. Ca will give the reproduced plates to anyone with $50.
This is your opinion, while new black plates are now available, there are plenty of collectors that love their original black plates, especially if they own 1963/65 cars.
When the black plates were introduced in 1963, people had to turn in their yellow (1956/62) plates. But when the blue plates were introduced in 1969, the black plates were still valid.

Legacy plates are different than YOM plates and are considered personalized plates even if they are sequential plates.
Black and yellow Legacy plates aren’t stamped with a year in the top right corner and by law are reflectorized whereas original YOM plates aren’t reflectorized. Also, the Legacy plates, being a personalized plate, have an additional annual $40 renewal fee added to the registration cost.

You cannot put car plates on a truck or vice-versa.

I like the old Rancheros. You don’t see them very often.
There’s a car meet every Sunday at the Victory side parking lot at Pierce college (used to be at Promenade Mall.) I saw one there a couple of weeks ago but I don’t recall the color.
