99 Explorer XLT Problem

My 2001 Sport Trac won't start on a hill either, but only if it is facing downhill. Look at your gas guage if you are having the same trouble. The gas guage, if its on a quarter tank or less, will go way past E when you're facing down. So I must assume it is a tank design flaw. Anyway, if I park uphill, I have no problem. I'm no mechanic, this is just my observations. By the way, my Sport Trac only has 27000 and mine idles rough too.

The exact same thing has been happening with my 99 Explorer. It started back in April. When it was rainy or cold and damp it would only start when I held the gas pedal down and it wouldn't idle. After driving a while it would idle. It happened a couple of times and then stopped. It started acting up again in August, I took it in and the scan read TPS (throttle position sensor) error. They replaced it and it didn't help. They then replaced the fuel filter and it ran great...up until a week ago. It started doing the same thing again. I filled up the gas tank and put in some dry gas and it's ran great for a week, but I'm sure it will happen again.

I'm getting pretty good driving one foot on the brake and one on the gas!

Like someone else said, its the IAC. Replace it. Its under the plastic engine cover.
Hard starting troubleshooting on Explorers should always be started with the IAC.
