ign locking cylinder replace
the locking cylinder for the ign on my 91 explorer moves without a key so i bought a new one and can not find the little hole to put the pin in. so oi figured i have to take the shroud off the steering column. i got the two screws out but i have a plastic collar right below the steering wheel. do i have to take the steering wheel off to get the collar off?

I've not removed the shroud from a1991, but I doubt the steering wheel needs to be removed. Maybe you need to tilt the column a bit differently to free up the lower shroud? Also, sometimes there are little plastic tabs that snap over points to retain the shroud and a bit of twisting or applying pressure in the right area will release the tabs.
