Carb help needed

I have a 360FE that I am bringing back to life. I have finally been able to get it to idle on its own but it’s running way to high rpm. The adjustment screw is not touching the throttle control lever at all. However I can put pressure on the lever and the idle slows down to a normal speed.

With the air cleaner off and the choke open, look down the carb at the butterfly valves. Are they fully closed or only closed when you push on the linkage? Do they move freely?

Sounds like your throttle cable/rod or the kickdown lever (if auto) is holding you back.

or the choke fast idle cam is hanging up.
Disconnect the throttle cable & kick down rod to see if they are the issue and check the fast idle cam.
