4.9L Timing

4.9L Timing
Need to know how to time my 1996 4.9L. I had to remove the distributor and was surprised to find out that there are no obvious marks on the balancer and the emissions control label has no timing listed. I have a scan tool and when I remove the SPOUT cap the timing reported by the tool does not change. (always steady10 deg. for several seconds then jumps to 12 to 16 at idle.) According to my manual, (Haynes) some early OBDII vehicles “were designed without any capacity to for timing adjustment”.
