Is there supposed to be a seal or something behind the bolt that holds the balancer onto the end of the crank? Pulled my balancer off and there appeared to be 3/4 or so of a seal behind the bolt, maybe RTV.

There's a timing cover seal (6700 in pic) and gasket...and that's it.
There should be some sort of sealer behind the bolt and washer. I am not sure what the factory used but most people use rtv. There is a rubber seal on the timing cover, but the oil still can migrate down the keyway and out to the large washer and bolt and create a hard to find aggravating oil leak. So some sort of sealer in that area will stop it.

The Factory put a smear of RTV on the bore of the Balancer. Depending on who was doing the assembly they can get carried away on occasion and the exccess RTV will get pushed up behind the washer under the retaining bolt.
Yep, Ive personally always put a thin bead on the washer and run it up it will create a seal. I don't like when it is put on the inside of the bore of the balancer and then have to fight trying to get the balancer to let loose as some of that rtv can hold quite strong.
