Ford 7.3 Starting Issue

The engine has started to gallop or surge at startup. The RPM's jump so much that the whole truck rocks side to side quite violently. It lasts for about 1 min or so then smooths out. It will repeat this start after start.=left

Would you have any ideas?

If I were to make a guess...burnt out glow plug or controller issues causing plugs to shut off to soon in cold weather.
