I don't think the factory ones can, but there are tons of aftermarket ones available. I can't personally recommend any, as I'm still running the stock ones, but I hear the power ones from AMP supposedly go lower than the stock ones when deployed.
Any machine shop should be able to machine shins for you to lower the boards. I know a few elderly farmers that have had it done. Not sure what they paid but I’d assume it wouldn’t be that much.
Can the running boards on 4x4's be lowered? I am disabled and raise my leg that high. I have a 17 F250 gas 2x4 and boards are perfect.
Amp Research has a power running board that is specifically designed for lifted trucks but I bet it could be used on a non lifted 4x4 which may give you what you are hoping for and look damn good too. They say its 3 inches lower than the normal power running boards.
