Cooling system pressure ?

I actually have two questions. 1 how do you measure the pressure in your cooling system. 2 what would be considered normal. As of right now I think I have less than 16 psi because my cap isn't venting, but I do have some good pressure. The radiator hoses is quite firm and if I loosen cap it releases a lot of air, no liquid.

I hooked a sender into the extra port on my coolant manifold and have a gauge on my A-pillar.

Ten psig is is about normal for me at 190+\- coolant temp. Can get higher when towing but still tracks with temp.
