I used those Nord-Lock washers on my red 79 F250 351M 4spd with Remflex gaskets and Hedman fenderwell headers and have had ho issues. I also got bolts that have a larger surface like washer built in under the bolt head.
I use Permatex anti-sieze compound that contains graphite.
Oops on my part! When I saw 77&79F250's post about using Permatex anti-sieze on the manifold bolts I realized something was wrong with my post. Permatex may not have graphite in their anti-seize so I went out to my shop to double check what I have. It turns out it is a Loctite anti-seize product I have. The Loctite site shows many of their anti-seize compounds are made with graphite. I apologize for my bad memory--all those bottles look the same to me!
Have you tried no gaskets, now that you machined the new manifolds? Ford didn't use gaskets, only grease.
What kind of grease...?
Here's a pic of the pass side ex manifold showing something oozing out of the joint and smudged on the heat shield. As mentioned in my previous post, an "old school" truck shop replaced the pass side gasket with a Felpro metal heat shield gasket, applied something to the joint that oozed out - and it works good. I'll find out what they used and report back.

The shop dressed the Felpro Heat Shield gaskets with Permatex Ultra Copper.
They cleaned the head surface thoroughly, cleaned the manifold flange face - on a belt sander, and applied bead of Ultra Copper.
Its been 9 months, few thousand miles, not exactly an endurance test, but holding up strong.

They used the Felpro Metal Heat Shield Gaskets + the Permatex Ultra Copper, scroll up and see my pic in my 03/01 post, you can see the gaskets.
By the way, I have been strongly advised to NOT use the dressing - clean it all up and just use the metal gaskets, dry.
I still wish I could use the "Graphite Grease" as noted the in Ford Manual - not sure what that is or where to get it.
Actual "graphite grease" may not be a common item in chain stores.
Anti-sieze compounds that contain graphite I expect are very similar to graphite grease--that is why I use anti-seize compound to seal the manifold surfaces (and I put it on the nuts/bolts too!). Anti-seize compounds are good for high temperatures.
