This Warranty Plate is so filthy, it's very hard for my 74 year old eyes to read. However, I was able to expand the pic, so the following should be correct.
C70 = C700 Tilt Cab (gas).
E = 361 2V FT engine.
U = Louisville KY Assembly Plant.
E14658 = 1969 (1969 serial number range: D82,001-G30,000).
175" Wheelbase.
J = Rangoon Red.
C700 Tilt Cab (gas), 24,000 lbs. GVWR
4B91: 4B = Black all Vinyl // 91 = 91A Standard Cab.
M = Clark model 250VO 5 Speed Direct (this appears to be an M, but I'm not sure).
F3C:
F3 = Eaton model 15201 Two Speed Rear Axle / 6.33/8.81 / 15,000 lbs. Rear Axle Capacity.
C = Ford-Rockwell/Timken 6,000 lbs. Capacity Front Axle (this appears to be a C, but I'm not sure).
24,000 lbs. Gross Vehicle Weight Rating.
182 net HP @ 3,800 RPM
87 = Sold to a body company.

As noted in the decode, the TRANS code and 3rd digit of the AXLE code are very difficult to make out.
E14658 = It's a 1969! I told the OP this and listed the 1969 serial number range D82001-G30000 to prove it.
I've decoded 100's of these Warranty Plates, but it would be nice if people would clean them off before taking pics.

No, but that gives you 3,000 lbs. to play with. 
The 3rd digit of the AXLE code appears to be a C but the plate is so filthy, one would have to look at the Warranty Plate in person to verify.
If it was me, I'd rub some steel wool on it first.
