If you wanted to just buy a re-pooped wheel (in your choice of black only) and repaint it, I think that is pretty easy. Here is a thread fom the H.A.M.B. showing the basics of how it’s done.

Cheapie Falcon/Comet and Standard Cabs came with a horn button. Deluxe Falcon/Comet, F100/250 Custom Cabs and 1965/70 Rangers came with the horn ring.
1966/73 Bronco's used the same wheel, but had a unique horn ring. These wheels were originally available in colors, but only the black wheel is reproduced, as is the horn ring (by Carpenter).
Pic in post #1 shows a 1968/70 with the painted argent horn ring. This was done to reduce glare. There is no chrome under the paint!

Look at Chad's pic in post #6 .. This is the same horn ring that I listed the applications for in post #5. It is not from the 1950's, it was introduced in 1960 Falcon/Comet.
Circa 1967 & 1968/70: The ring was painted argent to reduce glare.
I bought one of these for my 1965 F100 in the early 1980's, began to stripe off the argent paint, was disgusted to discover bare metal, there was no chrome.

Yes that is what is being said. You purchase a steering wheel and then you purchase the horn ring and install it on your new steering wheel. If you want a red wheel you need to paint it or die it.

I sold FTE member gangstakr a NOS red steering wheel, but I don't know if he still has it or not.

Yes, here's a picture of just the steering wheel. This was an original blue wheel in good shape that I repainted Beige for my truck. Same wheel can be used with either the horn button or the horn ring like I posted a picture of above.
