A couple quick questions. On a 2001 xlt f250 are the steering wheel buttons supposed to light up when you turn the lights on? If they don't, is that likely the clock spring? And does that self diagnostic test work on this year truck? I've tried and no lights come on I the dash. Thanks.

Yes, the buttons should light up when you turn your lights on.
That does sound like it could a clockspring issue. Do your horn and cruise control work? I know your title is "Another cruise control problem." but you don't say what is wrong with it and I don't want to assume.
I'm not sure what self-diagnostic test you are referring to. There was a major electrical change starting with the 2002 MY so I don't know what I have that you may/may not have.
Sorry no cruise light on dash or steering wheel controls . Horn does work.

It seems more like an electrical issue since you don't have lights either. I don't see a dedicated fuse in my owner's manual but you can trace schematics for free here if you want to check the wiring:
I'm with Brian. A broken clockspring would cut all electronics at the wheel, and wheel only. You'd also get an airbag idiot light - IF your dash lights were working.
