Please HELP

So I have a frankinford 460 it is from block up a 77', 87' intake , and 1996 truck with the EEC-IV. I have a crank no start issue. I have spark and fuel. I also have checked resistance, continuity, and power to everything. The eec-iv to the plugs has been replaced first initial turn of the key it kind of Pops off like it's going to start and then nothing from there just turns over please help
