It does look like it was punched out from the inside if that's possible. I am going to refill with oil and spin the pump with a drill to make sure I have flow to the left bank. I think this remote filter I took off was the problem. It had 5/16 hose on it (restricted flow).
Its a welch plug. Probably not from an oil passage, as the pressure would push it out, so manufacturers usually used pipe plugs for oil.
However, FEs are known for low oil pressure, and for it not being as great an issue as one would think.
I would hope it is a rocker shaft plug but the old rocker shafts I have here measure .525 inside. There is another place that has press in plugs as shown in the picture but I would think that if one of those came out you wouldn't have any oil pressure. But since FE's measure oil pressure near the pump it could have some pressure showing even with a gallery plug out. Hopefully it is just an extra one somebody dropped in there and it didn't damage anything on it's way down.
