Is that the EBVP valve and tube? Mine looked like that (in fact it may have been completely rusted into two pieces) so it is probably not that uncommon..
I did not notice much of a power gain after replacement. Oddly, the most noticeable impact was that I experienced smoother shifts between 1st & 2nd gear with the automatic transmission after replacing the EBVP & tube.

I had a difficult time trying to find a replacement air box for my E99 - (I had the oval shaped tube/duct into the wheel well). I would suggest looking at the 6637 style intake, which is what I eventually ended up getting. They are pretty easy to come by, are relatively inexpensive, and will probably seal better than the factory air intake filter and box. The down side is that the turbo noise is louder than with the stock setup.

Purchased my E99 from brother in law a few years ago @ 127K on the clock. He had a iron fence business and towed heavy all the time. Anyway, truck is stock except for after market air intake and some gauges. Told me that was the best investment he ever made and really help in power. Can't argue or confirm as I've never drove it before the mod. I do like the way it fits in the engine bay and performance though.
