If the trailer brakes are not adjusted properly (brake shoes/pads close enough to drum/rotor), they simply won't work.
The best analogy is that you're trying to get the light to turn on by changing the light switch...except the bulb is burnt out.

Check your trailer's brakes ASAP.

Thanks but do you have to remove (dash, cup holder etc.) anything to get the clip?
