Sounds like it is not getting hot enough to move the gauge. Put a piece of cardboard in front of the radiator and see if it warms up. If it does replace the thermostat.
I doubt you need to remove the Teflon tape on the sending unit. I've used Teflon tape on many sending units and never had a problem.

If in doubt, test light clip on battery positive and poke the sensor housing with the pointy end. If it lights up, you got ground. Unless some peabrain wrapped it with a whole roll of thread tape, there'll be metal to metal contact.
