Upshift rpm on E40D

Upshift rpm on E40D
I just got a test report from banks on the idi factory turbo and they base their info on a 3300 rpm upshift point. Is that the usual rpm for upshift? My truck shifts at about 2500 rpm. One other thing, my truck won't downshift out of overdrive until about 40mph or lower pulling a trailer or not. Even at lower speeds it doesn't like to downshift. It seem as if the trans would be more active it would pull much better. Banks offers a trans command that says it gives a firmer shift. Any experience with the trans command?
