Those needle bearings are from inside the wheel hub. Just replace the entire assembly. Ford calls those needle bearings inside the hub "non-serviceable". The replacement wheel hubs come as an assembled unit.

My wheel hub has a sealed bearing. I think those loose bearings are from the locking hub assembly. Are you saying that isn't serviceable? Haven't tried yet, but there is a ring around the part the shaft goes into that looks like it could be removed. Hoping I can get it out and press in a new bearing
EDIT: Found a youtube video on how to take it apart

Pulled the locking hub apart and looks like my assumption was correct. All the needle bearings are gone. I’m lucky they didn’t ruin my wheel hub and axle shaft. Now to find a replacement bearing or get a new locking hub.

Just wanted to say thanks to everyone who gave me advice. Finally got everything back together and truck drives great!
Below is a list of everything I ended up doing:
  1. Replaced the passenger side axle joint since it was broken
  2. New axle dust seal, big knuckle seal, and hub oring
  3. Pressed in a new bearing where the axle shaft sits in the hub. Bearing # is 6009-2RS-JEM
  4. Greased the wheel bearing through the abs hole
  5. Replaced locking hub since the bearing was destroyed in the old one
  6. After all was done went to the driver side and greased the ujoint through the zerk fitting and pulled the caliper off to grease the wheel bearing through the abs hole.
