Wiper arm adjustment
'99 Passenger wiper arm comes to rest off the windshield. I need to adjust it maybe 10 degrees or so. How is this performed? I thought I could just remove the plastic cap and nut and remove the wiper arm and reclock it, but it doesn't seem to come off that way. Is it just stuck?

Yes it is, you might have to use a wiper arm puller, or do a little prying to get it to pop up. Leave the nut on a turn or two so the arm doesn't fly off and scratch your paint when the arm releases.

I know the rear window one is splined and can be moved to adjust it. I have to admit I don't remember if the fronts have a positioning notch so that the arm can only fit on the wiper shaft in one position or not. As long as the spines are uniform all the way around the wiper shaft you will be able to reinstall the arm in any position.
