Windshield Wiper Electrical Issues

I have a 2001 Expedition, bought it a little over a month ago. I've started having problems with the wipers. When I go to turn them on, nothing...BUT if I turn them on (nothing happening) and switch from drive to Neutral, they will come on. To get them to stop, I have to switch them off (still going) and switch from D to N and back again.

Along with this, I am also having intermittent problems with the instrument cluster...the dials/lights will flicker off then back on.

Any ideas?

Has it rained recently on you? Many people (myself included) have had electrical gremlins because the windshield seal leaks above the GEM module which is under the dash on the drivers side. Do a search for GEM module. It may or may not be your problem, but I hope it points you in the right direction.
