Help troubleshooting 4x4 electrical

Bought an old 2005 and can not get the 4x4 to engage. Replaced the vacuum hubs and transfer case shift motor. When I turn the dash switch, the two relay switches click but the dash light doesn’t come on and the shift motor doesn't activate. The fuses all look good. I'm trying to find what the voltages should be at the relays and shift motor connector.

Thank you for any suggestions, winter is coming..

The contacts inside the shift motor control the dash lights, so solve the shift motor not working issue and the dash lights should start working. To answer your question, the 2 relays have 12 volts on the contacts. See the attached PDF for the wiring diagram.
