No spark

Finally after removing the spark plugs from 2007 Lincoln Mark LT 5.4 engine 4 WD crewcab, which is basically a Ford engine. Replaced new plugs and coil packs and still runs rough. I pulled all the coil packs and plugs and found that the plug on the passenger side and of course farthest back doesn't appear to be firing. I took my meter and checked the coil pack plugs for voltage and each show 12 volts . I made sure the plug boots were were inserted to the spark plugs tightly as well as the electrical connector. Tried it again and same thing runs rough. Is it possible I got a bad plug as when I pulled the old ones out they all were firing by the looks of them.

I've had bad brand new plugs a few times throughout the years. Swap it with a cylinder that's easier to get to and see what you get. May wanna check that injector too.
