Electric Brake Selection Not Working

I have a new utility trailer that has electric brakes. When setting up the new trailer I selected the "Electric/Surge/None" setting as one should do. The brakes don't work. I can set the gain to +10 and nothing. I can squeeze the lever on the controller and nothing. If I switch the setting to "Electric over hydraulic" then it seems to work. What am I missing here? The trailer does not have electric over hydraulic brakes. My boat trailer does and obviously works great with this setting.
