I had some HID headlights installed and I have a questions. It seems like on the low beams, with the fog lights on, they shine higher than they do when I hit the bright lights. I have had the ballast thing changed and I thought it was fixed, but it is still doing the brights. Anybody have any ideas?

There's a possibility that the harness is pinned backwards. I dont know about the newer trucks but on my 02, the harnesses usually were set up for 9004, it needs 9007, and can be easily switched.
Are these just bulbs in the factory halogen housing?
More than likely you had them installed in the factory housings that were NOT designed for that type of bulb. The focal point of the reflector was made with the halogen bulb specs. Your new bulbs are either too long (most likely) or too short and what you're experiencing is a result of that. You're seeing that annoying glare you get when you pass another vehicle with HIDs installed in housings that weren't made for them. I'm sure you've come across a couple. It's annoying and unsafe. To get the full benefit you need to put those bulbs behind projector housings that will "aim" the light.
OK. I went the the website and will ask them what to use. I don't want the Halo's, Just for the HID's to work better. I am on small roads early AM and late at night. Don't want to hit a deer if I can see one.

another alternative might be LED lighting either Cubes or bars.
Factory housings are meant for factory-style bulbs. There is zero chance they will give you the look of factory HID lights. The reflectors are engineered for the bulbs they are designed for.
You can have the same output as the HID projector setups the OEM makes, you just have to retrofit in projectors into your housing. It's not for a Superduty, but in my signature is a link to projector retrofitting. It will give you an idea of what is involved.
If by “bright lights” you mean the high beams then I know for my 2013 when I turn on my high beams it automatically turns off my fog lights. I dont know if that’s the case for older models though. I’ve noticed when i turn on fog lights the ground gets brighter. This may be why you think the fog + low beam is brighter than your high beams.
