Long story short I got a 428 (short block already assembled) that was built by a gentleman who had passed away. The son sold it to me and was fairly familiar with it but obviously could not answer all of my questions since he was not the one who built it.
I was told it had been balanced, has a polished 1U crank, and see signs of such on the pushrod caps. The harmonic balancer it came with appeared to be drilled for balance, as well as the drilled weight on the flex plate. The flex plate was not attached to the crank when purchased but came with this build. The flex plate was not attached either but came in a box as well as the rest of the remaining parts of the engine.
I have a 428 flywheel coming as this is going to mate to a NP 435. I am stuck and uncertain if I should match balance my new flywheel to the flex plate that came with the engine, or should I have the new flywheel zero balanced? The machine shop I called said the 428 was internally balanced and the flywheel will either need to be match balanced to the flex plate, or the entire rotating assembly, harmonic to flywheel balanced as one. What should I do?

Will do. Anyone have a source for a rear sump oil pickup screen? I can only find one for a front sump and would rather not buy an aftermarket pan/pickup kit for $500!
Canton makes rear sump pickups and screens for around $80, there's a few to choose for depending on depth and style of pan.
I have the rear sump road race pan to work with Mustang II suspension.
There is a factory rear sump pickup and screen for the 4x4 oil pan, not sure what all it'll work on.
If it's a stock rear sump 4x4 pan I'd see if it was still available from Ford, if not your looking at finding a used one or modifying a aftermarket pickup.

The only way to find that at a dealer is to know a parts guy who has access to their computer system and enter the part number into it and see if any dealers happen to still have one in their stock. I found a NOS 428PI intake this way once back in the early 80's. Actually came up with one each at two different dealers in Louisiana. Bought one, don't know what happened with the other. didn't have the cash to pursue it. Got the one for not much more than the dealer had paid plus shipping to my dealer. Called that dealer and spoke to the parts guy, who put the parts manager on. He didn't even know it was in their stock. He had to go dig it out. Box was torn and dusty, but the intake was fine.
Well we have the best Ford parts manager right here on this forum.

You never know what got "lost" in stock at any dealer. That's how I found that PI intake
Some dealers would "write off" obsolete parts than remove them from their inventory.
There's a dealer in SC that has an attic loaded with obsolete parts, none in inventory. I google earthed the building, noted a bunch of boxes on top of bins.
Called the guy, he said those are old brake parts, but you ought to come here and look in the attic.
1966/86: I bought out over 300 west coast FoMoCo dealers obsolete parts, also bought former Studebaker and Packard dealers parts because I had the dealer lists.
On a 200 buck investment at a L/M dealer in Yuba City CA (including renting an Econoline from U-haul), I made 22 grand (!!!) selling these NOS parts at Harrah's 3 day swap meet in June 1976.
Most of the parts were for 1940/48 Lincoln/Continental. I also got all the parts catalogs and service manuals.

Thanks for all the replies everyone. The pan that came with the 428 is a front sump. I kept the rear sump pan from my 360 (1975 f250 4x4) and tossed the rest. I figured finding a new replacement wouldn't be a problem. I'm gonna try calling around to see what I can find but it's looking like I'll be shelling out $$ for an aftermarket pan and pickup.
