2003 starting problem electrical issue
my 2003 f150 v6 man trans, has sat up for about 2 years outside. last week put new battery and tried to crank. lights come on in the instrument cluster and the speedometer needle bounces from zero to 100 continually. checked fuel pump isn't coming on at all , checked fuses and relays all good . starter will turn engine over and will run on spray .was told possibly ants or corrosion in fuse panel . has anyone had this problem?

fuel pump not coming on is a BIG problem... check the fuse for the pump... check the inertia switch by passenger foot panel... You may have to get to the electrical plug at the tank and check for voltage if the switch and fuse are good..

I second Steve's advice, but also, if the speedometer needle is bouncing back and forth, it's an indication that there isn't enough power getting to the cluster. Did you clean the battery cables?
With the truck sitting for 2 years, there's a lot of possibilities as to what's causing the problem. Here's a few things to check:
1) Do a thorough inspection for signs of mice or other rodents (I've never heard of ants causing problems, but anything is possible) under the dash, in the engine bay, and the underbody/frame. The top of a fuel tank seems like a good place for a critter to nest.
2) Inspect the primary battery connections and cables for signs of corrosion and wear - repair/clean/replace as necessary. Make sure to get a good visual on the ground connections at the body and frame.
3) A fuel pump submerged in stale fuel for that amount of time can definitely be covered in gunk/corrosion that just won't allow it to run. Take a mallet and, as an assistant cycles the key, beat on the bottom of the fuel tank (about where the FP is) and see if it starts running. I doubt that it will, but if you do hear the pump start to run, you'll know it needs to be replaced.
