I would go with the repaint. There don't appear to be any adhesion or contamination flaws, so I don't see why they want to strip the factory paint off the panels. It seems a scuff and shoot would get you a very nice finish. Also, if they do respray the finish and it doesn't come out right, then you have more leverage to escalate the complaint resolution.
