They can be a pain sometimes, but better than prying, try to tap it off (lightly) with a rubber malet or a block of soft wood. Tap it all around with an outward persuasion until it frees up inside. There is nothing else holding it in - except for road scum, dirt, grit, mud, etc.
I lifted my axle so that I could spin the wheel and tapped on it until finally it broke loose.

I did everything you mentioned with the axle off the ground. It was good to compare both hubs and to be able to rotate the wheel to see how sticky the hubs were.
I managed to spray a good dose of WD-40 past the plastic selector and the snap ring area so it might ease things up for tomorrow.
