If you talking about those black bumpers, Ranch Hand in Boerne Texas makes them. There are other commpanies that make them too. You should be able to pick one up at a truck accessory store, where you can buy tool boxes, grill guards and hitches, and other stuff like that.

I've got one on my '90 F250. The company is Hercules bumpers, and I think they're out of somewhere in Texas. The address is still on the bumper. Later on today (if and when it quits raining!!) I'll go get it and post it for you. It's quite a bumper, and looks good too.
The bumper you're looking for is manufactured by Hercules bumpers, and I believe they ARE in Texas, though I don't remember where. I have one on my F250. Looks good, and strong! I think it has like a 15,000lb pull weight and 3,000lb tongue weight. The address is still on it, so I'll look it up for you in a while (if it stops raining!!).
You're talking about a drop-center style bumper, also called a v-drop bumper in some places. For the F-150 the come with an 8" or 10" drop in the center. For F-250's and 350's they are abailable in 10" oe 12" drop. They are all chrome, no black, and designed primarliy for towing a trailer without needing a dropped hitch if the truck has larger tires or a kit that would lift in significantly. Also, they look great. I myself was too cheap to go out and buy one, dropping almost $300 for it, so I made my own using a 2x10 and 2x6 pieces of pressure treated lumber. I'm in the process of cutting a piece of diamond plated metal for the top for looks and grip when standing on it, and gloss black rubberized bumper paint for the back, and using stainless steel lag bolts for it. It really looks great cause I sanded down all edges and filled in seams with vinyl filler, so it looks like a 1 piece, you cant even tell it's pressure treated wood unless you look at the back side, which you cant see without climbing under the truck and looking back.

There are numerous places to get them. Most body shops can order them, as well as any 4wd shops. What you are looking for is a 8-12" chrome drop center bumper. You can get them with slots and backup lights in them, or solid like in the pic. A few companies I can think of that make them are

I also think Grizzly and Dee-Zee sell them as well.
