Heater Control

i have a 2010 Escape. The first 2 speeds of my AC and heater fan doesn’t seen to do anything. Is the control operated by a resistor card like the older vehicles where a resistor can burn out and prevent the fan from operating. If so where is the resistor card on this vehicle. Thanks.
