Installed modulator and new vacuum line this a.m. No difference at all. Even though the old modulator would not hold a vacuum. Got very pissed off, threw the VRV adjustment directions away, and hit the road with tools and a chair in hand. I set the VRV position roughly in the middle with engine off. After the third eyeball adjustment, it shifts the way it should. I can finally say that the engine swap from 6.9 to 7.3 finished. Much thanks to all of you for your input and advise.

yea, i went nuts with them silly directions. set to blah blah pressure. snap the throttle open closed 5 times should hold blah blah pressure. restart engine..................give me a break!!
i set it all the wat one way and turned it back until it worked.
then when the trans finally died i replaced it but it came with 4 different modulators. i slapped the green one in and put the rest on the shelf.
i bet that has gotten less than 50,000 miles on it in 14 years.
