You are describing a failing or failed CPS sensor. You can get one for 80 to 100 bucks at an International Dealer or for 175 to 200 bucks from Ford. Same part, expensive in a Ford box. This sensor is a weak link in the system, brings the whole engine down. A common failure, many have had it. Buy two sensors, one to install and one to keep as a spare. Good luck
I have a question.. If International has known that the CPS has been a weak link for years, are the ones they are selling as replacements, the same crap or are they selling ones that have been improved...I don't want to replace a piece of junk part with the same piece of junk ....Thanks...

There are two versions out depending on engine serial number. Some run the life of the engine and don't fail, some fail repeatedly. Ford warranties the sensor for 100K miles but after the 3/36 it's a 100 buck deductable. You can get the part for that much and when you need it make a roadside repair instead of taking a trip on the roll-back. Junk, not exactly. When they work they work well, then they don't. Just part of the fun of owning a PS.
tommyg0222, looking at the engine front the CPS is between the water pump pully and the main crank pully slightly off engine center to the passenger side. You can see it better from the bottom looking up.
