Severe electrical issues

So I have a 99 f150, and electrical issues for awhile. First a couple weeks ago the blower on the heater/ac would continue to run even without the key and the radio would stay on as well. Replacing the battery seemed to fix this. Now last night rained pretty hard and the 4x4 light kept turning on and off as I drove, I was not in 4x4... this morning I start my truck and while started all kinds of weird noises began, mechanical attempts to do god knows what. I turned it off and when I put the key in the on position, before even trying to turn on the truck, it tries to turnover by itself. I think the rain is affecting connections somewhere I just don't know where. The under the hood fuse box seemed dry on the inside and that was my best guess.
also driving home yesterday when I stopped my truck and turned it off I noticed the blower was still running so that issue was not fixed

A water leak onto the GEM module.
It's mounted on the back of the fuse panel under the dash.
Also check for water damage on the ignition switch just to be sure.
