I'd guess you have to spec the All-Terrain vs All-Season (I'm assuming that's what the A/T and A/S they list on the website means, especially since there is an upcharge).
What I'm really curious about is why there is a $85 up charge between the Black sidewall A/T and the White letter A/t (again assuming BSW is black sidewall and OWL is outlined white letter).
I got the Contitracs on my XLT too. I could have paid more attention to tires I was getting but I was going with 35’s right away so not a big deal. Tire shop gave me $425 for them in trade.
I got Continentals with my 17 XLT. With 37k on them they’re still at 9-10/32nds. I have no complaints with their performance, but I haven’t tried them in snow or ice - or off road.
My '18 XLT DRW FX4 came with Michelins. I ordered the OWL A/T tire option. I was pleasantly surprised. They'll probably dry rot long before they wear out.

I asked the dealer exact same question. Was told it's the same tire, with the letters either inside (cheaper) or outside (more expensive). All trucks on the lot came with OWL on the outside, but you could order cheaper option, and Ford will mount the same tire on the truck, with OWL on the inside. He also told me that with FX4 package, it's going to be either Michelin AT2 or GoodYear Wrangler.
I am not sure this is true, but it is what the dealer said, so take it with a grain of salt.
