Not all OBDII scanners are equal. If this were my situation, I would likely visit the local dealer for a scan (yes expensive, but if anyone can diagnose it...).
Alternative would be take it to a shop specializing in transmissions. They would have the proper scanner too.
Troubleshoot the speedometer first - it <may> cause the shift issue but I can't see how a shift issue could cause no speedometer (except via the VSS as below).
I'd check for wiring issues between the VSS on the gearbox and ECM, try a new/different VSS. Next possibility is the display head in the dashboard but thats not as simple to replace... There <should> be a code thrown for this so as got2bjoester says...try a different reader or get it read at a shop.

yes im thinking the pcm is the issue iv tested the vss speed sensors they check out good. Iv tested from the plugs of the vss to the pcm 104 pin plug it checked out good iv tested the ohms at the plug as well with the vss plugged in and get the same reading and at the vss so all thats left is pcm so ill get it tested tomorrow at ford dealer. The 3rd gear shift takes vehicle speed in to it calculation when going to shift into final gear so i beleave pcm is the issue seeing that its receiving the vss info.

Yes my thoughts exactly - shame if it needs a PCM though :-( but it sounds like you've carried out good troubleshooting - be nice to get a code to confirm it???

yes it would be nice to see a code, its driving me up the wall haha i do get a code but its p1451 evap weird that the o/d lights flashing indicating a problem with the transmission but no code in relation with the drivetrain

I've did lots of form reading of I don't know how many..lol out of all the research I've done I found two with similar issues both forms get close to resolving the problem but no answer. I joined another form to get in touch with the guy that had the same issue to see if he did resolve it. I will post on here when I get this solved to help anybody else out with a similar issue.

Just for giggles try reseating the PCM and gearbox wiring connectors, VSS too if the signal goes elsewhere...

iv reset the pcm and checked the plug going into the trans as for the wiring from the vss it all good up to the pcm. Its a 02 escape and when i had tge pcm out to visually inspect the circuit board for any damages. I noticed the PCM is dated for 2001 and there is a sticker on the firewall stating it was reprogrammed in 2013
The dates of manufacture and build make sense, wonder what the reprogramming was???
Found out today it was for recalibrating? I took in my pcm to the dealer and they cant test it out of the suv so didnt get that tested today... but found out the pcm is discontinued and if they had one it was $1,600cnd lol and to use one from a donor vehicle the VIN number and part numbers of the PCM have to be the exact same as the one I have which isn't easy to find. So I'm going to try this out and see what happens I'm getting a donor PCM and the key that's programed to it along with the tumbler. The pats any theft system is just a money grab in my opinion! Not sure if this will work but going to try it.

But I'm skeptical on that so I'm going to try a donor PCM with existing key that is program to it and key tumbler and install it in my Escape. I can't see why it won't work., as long as the vehicle has the same engine and options that I get the PCM out of.

According to what I have, you should have iPATS which only requires the PCM, antennae and the coded key(s), there is dPATS where several modules all need to match and be coded to get the engine to start (ie Distributed), but that was never fitted to Tributes I don't think...
