OBD1 to OBD2
I'm not sure I can help much, but this sounds like a monumental task.
first thing to check is whether or not you have all of the ODB2 provisions, like downstream oxygen sensors. It could be that everything you need is already there and it is just a programming change to make the computer do all the things OBD2 is supposed to do.
or it could be that you are going to need a complete donor vehicle from which to swap everything. A ford dealer might be your best bet to find that out. Perhaps a big dealer in the US coast has run into this before? I'd try calling a California ford dealer to see if this has ever come up.
I had no idea that ford still used ODB1 on overseas vehicles , so I've already exceeded the depths of my knowledge.

The car has OBD2 plug and all equipped with parts but just need to find program by diagnostic to change mode from OBD1 to OBD2. My friend has done with Chevrolet with same way. If you know, please advise me.
