You ask that question on the side of the road and not only are you fighting a speeding ticket you are also fighting a slew of equipment violation , improper lane changing, and anything else the Officer can think of Some times it's just better to say thank you and drive off with your ticket and save your options/theories for Court. Just saying, I might know a little something on this subject

Right, mine kicked in at 100, though it’s been a while since I went that fast (2006), so might not get there on 315’s and 3.73’s now.
