Hello again,
lots of great points brought up
I do havw the battery charger on it during all the cranking.

Rpm when cranking is about 140ish

Ipr percentage goes to 85 after a couple of seconds of cranking

But the psi showed on the scanner only bounces between 300 to 500, its never steady

icp is steady at about .4 to .5 volts

have done huge amounts of cranking, and i have done injectors on my other truck before so i know how long it takes, but still the whole system has been opened up as stated above. What do you guys think?

Here is a stupid one, but check the nut on the end of the IPR and make sure its tight.
You're getting duty cycles, so that means its trying to start, but 85% means its probably struggling for oil.

It's possible you didn't get the nut on the end of the HPOP tight and its slipping. It's a self tightening system, but if you dont snug it right to start, it wont tighten itself.

That's the only other thought I have.

Is the truck chipped? I've never heard of that high of a number (IPR%) unless the truck was chipped with a aftermarket tune. Stock PCM usually will max out at 45 IPR %. 140 RPM is a bit low for a cold start but it should work as long as it's not a chug chug chug and spinning steady. If not already tried plug in the block heater for about 3 hours so the oil heats up a bit, that should enable the engine to spin faster. Make sure batteries are good and starter is not an antique.
