Okay, I have found the ground wire you are talking about. Thank you for the info. That ground wire on the fire wall that goes to the engine is there and tight.
However, there is a smaller wire on that same bolt that ties back into the wiring harness that goes back into the cab, and that wire is bare.
I don't know how it looks after it goes into the electrical tape, but I will hunting down that wire tomorrow.
I would pull that ground wire(s) and take some sand paper to the eyelets on the wires and to the mounting point. Besides being tight it needs to be clean.
As for the insulation missing being a ground it is not a big deal other than not looking good.

Are you sure the tester is hooked to the NEG side of the batt? If you are sure then you will need to pull ALL GROUNDS and clean them like I said above.
You may even want to add some?
Batt to motor, motor to frame, batt or motor to body should cover most of it. You may want to run a ground from the frame to the bed to make sure it is grounded well.
BTW what are you using for testing that lights up? Would it be a test light with a needle type end to go thru wire insulation and that is what is lighting up or some other kind of tester?
Unless I need to know the volts use a meter for that but most of the time I use a test light like I said above.

okay, so I have added and cleaned all my grounds. I now have grounds going from the battery to the body, battery to the motor, body to motor, and frame to motor.
That body not being grounded I guess was just a false alarm from a cheap 12v tester.
The problem now though, is that according to this,
http://www.garysgaragemahal.com/start--ignition.html, I am not getting power on my number two wire with the ignition in the on position. So now I guess I'll be taking the dash apart to try and find the wire the works this relay.
