I have a 1995 XLT. For 1996 an XL truck Is basically in between a Custom and XLT. It has a cloth seat instead of vinyl, lower door pockets and usually a chrome appearance package (bumpers and wheels). They dont have power windows, locks, mirrors, or cruise control. To get that you have to have an XLT, XLT Lariat, or Eddie Bauer. Hope that helps.

Looks like it may have a std trailer tow wiring harness & slotted front bumpers (our bumper is solid)
In '96 they even deleted the chrome front bumper on the XL. The only upgrades from Custom are the interior trim and an AM radio might have been standard. Power windows/locks, tilt/cruise, etc were options that you rarely find on an XL.
I like my XL because I don't want carpeting to get mud, snow and sand on and power stuff tends to break and is expensive to fix when the trucks get old.

You do have a point (Even though I installed a carpet kit in my truck a few weeks ago)
My 96 XL has the cloth seat, chrome wheels, am-fm stereo, rubber floor, AC, and Ford dealer installed cruise control, painted bumpers, but it is two toned.
