One locked hub and one defective or missing hub doesn't work.
Remember, the stock front differential is an open differential. It will send the power to the axleshaft that is spinning the fastest. In your case, that will be the axle with no hub. No power will get transmitted to the wheel on the ground.
If you've ever fragged a front hub you would see that 2WD works better than 3WD.
