I-81 has long been a trucking thoroughfare. I'll show my age and tell y'all that I climbed on the construction equipment when they originally built the I-81/I-70 interchange in my stompin' grounds between Hagerstown and Williamsport, MD ... probably around 1963 or '64.
We went through there going to the Whitetail Ski resort...grandsons wanted to go on the tubes. Glad my son in law took 'em!!
At least south of Richmond. Traffic often doesn't go much faster than 55 or 60 and both lanes are full for as far as you can see.
I-95 in VA between 495 and 295... Sucks. Not other way to put it. Every time, stop and go, stop and go. I used to go between VA and FL a lot and the only place on I-95 I would hit traffic like that was in VA. smh
I see a couple of problems w/ I-81 (specifically in Virginia) -
1. RIGID speed limit enforcement:
People get out in the left lane to pass are afraid to go fast enough to get around someone in a reasonable amount of time.
2. Lack of Enforcement for Keep Right EXCEPT to pass:
Far too many folks sitting in the Left Lane / speed matching the vehicle next to them.
#2 is not limited to 81 unfortunately... you find that all over virginia... and 1 depends really on the area your in... certain areas are more liberal with their enforcement than others...

We frequent i81 in our trips from Houston to Winchester several times a year....
I believe left lane bandits are prolific on i81 in Virginia due in part to the fear of speeding "too much".
I agree left lane bandits and LACK OF ENFORCEMENT for "keep right except to pass" or "left lane for passing only" is a NATIONAL issue - it is much worse in Virginia (even on i66) than anywhere else along our drive.
It would be helpful if i81 had more lanes - but the problem would would still exist.
Montgomery Blacksburg-Christiansburg-Radford) & Shenandoah Counties seem to have stricter enforcement of speed limits than any other area (other than i10 in Louisiana).
i use to frequent 81 few times a year going to ohio.. Jamaica VA and its surrounding areas are really bad for speeding tickets.. same with 95 near Chamberlayne, 295 near mechanicsville, rt460 near lyncburgh. reason those are all ticket happy is because theyre right near the tracks.. brunswick county while not having a track near by gets ticket happy too. least they are when i drive through brunswick co they are.. yet they never seem to pull over the people that fly past me..
blacksburg will always be ticket happy.. they want those kids college money..
I drive 81 in VA regularly, about half of that towing. The speed limit south of I-66 to about Christiansburg, seems to randomly fluctuate between 55 and 70. And speed limit signs are few and far between, often only present where the limit changes, so they are easy to miss.
The percentage of trucks is very high now. Far more than it used to be. And because of the hilly terrain the trucks often end up pacing each other side-by-side for miles and miles. Add to that the left lane jerks and you have heavy traffic that typically moves well below the posted limit. My wife and I drove to Pensacola Florida for Thanksgiving and for the majority of the leg through western VA we couldn't manage more than 50 to 55 mph. On the return trip it was maybe 55 to 60.
When traveling between Harpers Ferry and my home in St. Augustine I used to use 95 most of the way but changed the route, taking I-77 up to I-81 south of Roanoke. But now 95's truck traffic has shifted to 81 so I am back to using 95 most of the time. Its way better once I'm south of Richmond.
