The photo may be cutting off the answer. The ends of the track bars look to have something on their ends, that doesn't appear to be a standard eyelet + bushing. Strange either way.
It doesn't. Which is probably why it was parked while running, lol. If it had soft enough bushings to give enough to actually allow suspension travel, they would be FAR too soft to be even remotely close to effective as a track bar.
I'm sure the guy will claim that it's supposed to ride stiff as a board, because "That's how REAL TRUCKS RIDE!!!!!!!!!"

Radius arm frame side bushings. Or shock stud mount bushings.
Either way, there's no way it has enough travel to accommodate the change in direction that will be induced with the arms at that steep of an angle at ride height. Even if they were level at ride height, you'd only get a couple inches max of wheel travel before binding took place, AND you'd be replacing those bushings several times a year.
