it has a bit of a lift I think and a spacer would allow for bigger tires/rims, but the rims look stock to me.
I would also bet that there were bigger tires and rims on the truck but the owner opted to not sell these with the truck because maybe they put them on a new SD or they sold them separate.
I would ask the owner that very question, and if you interested in the truck you can always take it to an alignment shop and they will tell you right away if that is from a lift or if this truck was in a fender bender an the axle or frame was bent
