You can always take it to the dealer and have them verify the OD. I would bet someone changed the cluster, but Someone could have rolled it back too.I would ask the seller if they changed the cluster and if they have the paperwork for the cluster swap because it may have the original mileage on it.
If the seller changed it, them remember the mileage was at XXXXXX miles/Kms when the cluster was changed at whatever date and the replacement cluster was put in at such and such date with XXXXXX Miles/Kms on it in addition to what the seller has put on it since.
If you dont think the seller is being straight with you, then I'd walk away, Ford made tons of these trucks, look for another one because if this guys isn't being straight with you, then god knows what else is going on with that truck.
Someone messed with it. I just bought a new cluster for my 99 f350, and when I ordered it I had to provide the mileage and vin number. They said if the mileage didn't match when they received the core, I would forfeit my $500 core charge. I would be cautious that they were trying to hide something. If it was done professionally there would be a sticker on the door near the vin tag that says the cluster has been replaced (sometimes) and the cluster will have a remanufactured sticker on the back of it somewhere.
