Angry 97 7.3 no start

Hi guys I'm new here and new to diesels. I recently bought an old 97 obs 7.3 only had for a week and a half now. I drove it back and forth from work all last week. No issues at all until I left work last friday. I got back to my companies shop and checked my oil level do to a leak I believe is from the pan. Oil level Checked out ok. So I started the truck and put it on the high idle tune on my ts6. Let run about ten minutes clocked out and headed out to go home. I made it maybe 2 minutes down the road. I left a stop sign made it in to 5th gear then I just lost everything. I pulled over on the side of the road. When I got stopped and took a look at it everything seemed fine tried cranking it over with no luck it would just crank and crank with no start. I noticed the starter wire on the starter side was loose so of course I got pulled back to our shop and started there with no luck. So then we cracked open the fuel bowl and noticed i had some air getting in while cranking. We figured this was because of a small hole in my tank and since I had a tank that came with the truck that was my next step. So over this past weekend I pulled the bed and swapped tanks and put a new strainer on the sending unit cuz the old one was pretty ratty. After changing still had no start just cranking with no luck still noticed some air hitting the fuel bowl. So last night after I got off work I was back at it with my cousin we popped the lines off the sending unit and blew into the lines pushing a load of build up into the bowl then pumped all the dirty fuel out of the bowl. Now the bowl seems to be getting fuel when you pull the filter out after cranking it's about half to a quarter of the way full. If you crack the Schrader valve open while cranking a pretty heavy stream comes out. So does this mean I'm getting enough fuel Now? I'e read numorus forums on this topic in the last 5 days with no final out come. While cranking the tach moves so I don' believe it' the cps. I still haven' checked the #22 fuse from what I've been reading on today so that will get checked tonight. Also read to disconnect the icp sensor and see if it will start without it connected so that will happen tonight as well. So my question here is if all that checks out what should I be looking at next? I don' want to be just throwing countless parts at it with no avail. So for some more info on my truck previous owner put new 160cc injectors in it with receipts and new gp's. Has a ts6 with gearhead tunes and rebuilt turbo with spx wheel and to my knowledge that' it. Also haven't check yet to see if I'm getting any smoke upon cranking that will be checked tonight as well. Any help is greatly appreciated also scanner shows no codes when hooked up. Please help here.

I have 2 different scanners I have a handheld one and a Bluetooth one. The handheld scanner when I plug it in says 130 codes but when I go to read codes it says none stored lol. Then the Bluetooth one doesn't pop up with any codes. I have not checked the ipr where is that located?

That should actually be very helpful I will start at the icp and go from there. So if it ends up not being the icp it basically becomes throwing parts at it?

If there is any way for you to watch live data, it would definitely help with troubleshooting. Where are you located?

Can I watch live data without the truck running? I've always been under the impression that you can't. I'm located in indiana. I have the icp unhooked right now batteries were dead so they are on a charger right now I tried cranking with the batteries charged up slightly and it sounds like it wants to start now with the icp unplugged. I forgot I had family dinner tonight so my supervisor is gonna try starting it when he gets back.

Update!

So last night I unplugged the icp sensor put the truck on a charge and still no fire. So tonight since I have the time I will be checking hpop level, and the ipr tin nut, as well as the Idm. Don' know how accurate this is but guy I bought the truck off of told me last night that because there is no smoke coming out it's more than likely the Idm? He said when he changed the injectors that they also changed the idm and did a 140v upgrade to it? It wasn' a new idm it was replaced with a used one. Is there any way to check the idm? I have found some one here in indiana that has one for 125$ is that a fair price to pay for a used one? More input is greatly appreciated and thank you to all the guys that have provided input thus far.

no smoke could be from IDM, no oil in engine, HPOP, IPR nut, IPR wiring, IPR stuck

So with out a scanner and no data, you could spend a fortune tossing parts at it
125 for an IDM isn't a bad price
