When you say the voltage gauge doesn't move, are you saying it is steady higher voltage, or steady lower voltage?
Might check to see if your fuel bowl heater is unplugged at the fuel bowl. Sometimes they short out and blow the PCM/wait to start fuse. Most people just leave it unplugged and wrap the wire with electrical tape.
I do not have an answer for why yours only messes up at below freezing temps.
As the glow plug relay cycles voltage gauge needle pulses. when cold approx 32 degrees or lower when motor isnt warm glow plugs light doesnt come on and glow plug relay doesnt cycle. After its warm it all works fine or above say 35 to 40 degrees
You probably have a main power issue. Batteries or main battery/ground connections. Or possibly a GP shorting to ground. The GP relay is NEVER supposed to cycle on and off. What's likely happening is that the GPs are drawing so much current that they're pulling the voltage down, which de-energizes the PCM. This allows the voltage to recover, the PCM re-energizes, the GPs run and pull the voltage down again, and the cycle repeats.
Unless you've wired one in, there is no glow plug light. The WTS light is not tied to the glow plugs. If the WTS light is going on and off with the cycling, that's just further indication that it's a main power issue.

Hi Joe, your post is somewhat confusing. I know in your head it sounds reasonable though. A bit more information and some clarification would be helpful.
1. Needless to say when you first turn the key the WTS light comes ON, you wait for it to OFF, then you start the engine correct?
2. Do you take off and then drive immediately?
3. You are describing the voltage gauge bouncing up and down while driving, correct? If this is the case then it's quite normal.
If the battery's and charging system are in good order the PCM WILL cycle the GPR to protect them from an over voltage issue to prevent GP burnout. I've seen this many times on my 97. If I just turn key, start the engine and take off immediately in cold weather the PCM does cycle the GPR as the voltage gauge indicates.
