I live in a state the requires inspection on my vehicle, and it is throwing a PO401 Insufficient Flow code. I inspected the hoses and noticed that one of them was cracked, and replaced it. Also cleaned off the intake with fine sand paper to remove corrosion from where hoses were connected. Cleared the code and drove it for a couple hours and the code is back. Any ideas?

You need to know the code refers the EGR system operation.
Not just any hose condition on the engine. That's why the specific code.
The computer does a flow test two times for each drive cycle.
The ports behind the EGR valve likely are plugged with carbon.
To check this, apply vacuum to the EGR hose port while the engine is at idle.
If the motor begins to idle rough and or stall, the ports are open and clear.
Then look to a faulty DPFE sensor that cannot report the flow reading pressure to the computer.
If no rough idle the ports are blocked. The EGR needs to come off to access the manifold ports for clearing.
